An explicit memory-clearing primitive

The header declares a helper for clearing a memory region without allowing an ordinary dead-store optimization to remove the operation.

Pointer and byte count

The caller supplies the region and its length. This declaration cannot discover copies elsewhere in memory, erase logs or revoke a secret already exposed to another process. The implementation and call sites determine what is cleared.
