Shared copyright and license text functions

Two declarations expose the text used to identify copyright holders and explain the software license.

Build notices rather than grant runtime permissions

CopyrightHolders takes a prefix, while LicenseInfo returns the longer version-information text. The implementation supplies the strings and formatting. These functions do not enforce a software entitlement or modify the MIT license terms in COPYING.
