UrlEncode and UrlDecode provide shared string helpers for URL text.

A plus sign is preserved during decoding

The contract explicitly says that + is not converted to a space. That matters when comparing URL decoding with HTML form decoding. Neither declaration performs navigation, validates a hostname, checks an origin or decides whether a decoded URL is safe to open.
