Checking the cryptographic random environment

The current kernel sanity-check implementation checks the operating-system randomness facility and returns an explicit error if it fails.

Fail startup checks when randomness is unusable

Random_SanityCheck is the condition tested here. A failure returns a translated-result error describing an operating-system cryptographic RNG problem. An empty successful result means this check passed; it does not certify every subsystem, wallet or network connection.
